BAICE 2001 AGM

  1. Apologies:  Joanna Le Métais, Lore Arthur, Nick Beattie, and Marilyn Osborn.
  2. The minutes from the 2000 AGM were accepted as read.
  3. Chair’s report by Lynn Davies:
  • The withdrawn outline bid to the WCCES for hosting the 2003 Congress was explained.  The chair had been able to discuss issues surrounding the withdrawal with WCCES officers at the recent congress in Korea.   Mark Bray expressed the thanks of WCCES for BAICE’s efforts in submitting the bid, and reported on new efforts within the council, including developing the website.
  • David Matheson was thanked for his hard work as treasurer.  Lore Arthur has agreed to fill the office.
  • The return to separate offices for secretary and membership secretary is working well.
  • The returning ‘ordinary’ members of the committee were thanked.
  • Hugh Hawes was thanked for his active presidency over the past year.  Angela Little has been proposed as president for 2001-2002, although we have not been able to contact her (she has since accepted the nomination).
  • Successful day conferences have been held over the past year at Bath, Warwick and Edinburgh universities.  The work of the organisers was acknowledged.
  • The next BAICE conference will be held in Nottingham in September 2001.

4. Treasurer’s Report from David Matheson:

  • From the distributed report, the treasurer pointed out that the accounts are quite healthy, and explained the different bank accounts which exist.
  • The accounts are now in a position to be audited, and this will be undertaken after the transfer to the new treasurer.
  • Michele Schweisfurth, Keith Holmes and David Matheson were thanked for their work in sorting out the charges from journals.  These efforts have contributed substantially to the current healthy balance.
  • At the next executive committee meeting, there will be a discussion on how best to utilise any financial reserves.

David was thanked again for his contribution to BAICE during his time as treasurer.

5. Report from the Membership Secretary, Keith Holmes:  There are currently 144 paid-up members, from 23 different countries.  An increasing number of members are paying by standing order.  Current members were encouraged to actively recruit new members.

Keith was thanked for his work as membership secretary.

6. Caroline Dyer, co-editor, reported on Compare:

  • In the aftermath of the RAE deadline, submissions to the journal have declined.
  • The three confirmed editions for 2002 will be two conference editions (BAICE 2000 and Oxcon 2001) and an open edition.
  • A new financial agreement with Taylor and Francis has been proposed, which increases the amount paid to BAICE for administration and royalties.
  • The publishers have suggested that the journal move from three to four editions per year, starting in 2002.  It is therefore important that sufficient copy is ensured.  Members were therefore asked to actively recruit additional members, submit articles, encourage colleagues and students to submit, and consider putting themselves forward as reviewers.
  • The chair was authorised to sign the new contract with Taylor and Francis.

7. Membership of the Executive Committee:  Simon McGrath and Joanna Le Métais have been nominated for a second term of office as ‘ordinary’ members.  John Morgan, who is running the BAICE 2002 Conference in Nottingham, has been co-opted to the committee.

8. BAICE Conference 2002, Report by John Morgan:  the theme of the 2002 BAICE conference is ‘Lifelong Learning and the Building of Human and Social Capital’, to be held in Nottingham, 6 – 8 September 2002.  A hall has been reserved, a keynote speaker agreed, and a conference administrator appointed.  During the conference, there will be opportunities to visit the National College of School Leadership.  There will be efforts to keep overall costs low as possible.   Individual papers are welcomed.

The European Society for the Education of Adults has expressed an interest in being part of the conference.  This could bring in an extra 20 – 25 participants.  The question was raised about the extent to which this  might change the character of the conference, and about the exact nature of the proposal – eg. Does the society want to be part of the advertising?  John will consider these issues, and they will be discussed further at the next BAICE executive committee meeting.

9. Other Business:

  • John Lowe, reviews editor for Compare, is seeking reviewers for books.
  • The Academy of Learned Societies in the Social Sciences:  The academy is happy to advertise the conference and similar events.  They are looking for a permanent Executive Secretary with good administrative and management skills.
  • Websites:  The WCCES web page would like to be updated with BAICE news.  Simon McGrath reported on the BAICE website, which will be hosted by Edinburgh University.  The support of the AGM was sought and provided for registering the BAICE name.
  • BERA links:  There has been a proposal for a joint conference on Education and Globalisation, as a special interest group has been developing who are keen on liaising with BAICE.  The suggestion is that we start small, and build up to larger collaborations if the first effort is a success.  Feedback from members is welcomed.
  • Rosemary Preston reported that Warwick will probably be hosting two day conferences in the coming academic year, on Refugee Education and Women, Migration and Education.
  • The possibility of a member e-mail distribution list was discussed.  New modes of sharing information and communicating with the membership would be welcome.
  • Mark Bray (WCCES Secretary General) reported on the status and structures of the WCCES.  Negotiations continue for the hosting of the next congress.
  • It was noted that past BCIES chair Keith Watson now has Emeritus status at the University of Reading.
